Global Information in Transition: New Technologies and Competitive Forces

The US believes that the following efforts can help in achieving the goal of making available universal telecommunications services at affordable prices: 1.liberalization of market access, 2. introduction of multiple, competitive service providers, 3. privatization of monopolistic international service organizations, 4.resale of services with value added, and 5. a move to bring the collection rate paid by end users toward costs of providing services. This goal can be attained by putting the existing multilateral institutions to new uses and exploring bilateral agreements where appropriate. Although the process is slow, the international community is moving to reduce the structural and procedural barriers to the broad transfer of knowledge in all forms sought by information professionals.
